Probably Japanese Studies focuses on culture, history, and politics. Whereas Japanese language focuses on the language with a few course requirements for the other aspects such as culture, history, and politics but not going as in-depth as a Japanese Studies major. Probably also learning the language is not a requirement for the Japanese Studies major.
I agree, if you can view the course plans for the majors then you should probably be able to the differences straight away. Most colleges/universities have these materials online to search or download.
